The foundation of Negotiated Resolutions has its origins in the law enforcement world and the demanding role of Police Hostage Negotiator. Founder and lead negotiator, Kirk Kinnell, has a long-held passion about helping others and fighting for fairness. This inspired him to join the Scottish Police Service where he subsequently specialised in Armed Response policing and then Hostage Negotiation.  His abilities and hard work were rewarded with multiple promotions, and he retired from law enforcement as the Head of Hostage Negotiation and Armed Policing for Police Scotland.

Over the course of his 30 years police service, Kirk gained invaluable experience in high-pressure areas including multiple operations with the Organised Crime and Counter Terrorism Unit.  He was an external advisor to US Law Enforcement on the use of force and helped create the current de-escalation of conflict training module. As his training and experience progressed, he recognised that the skills acquired as a Hostage Negotiator were useable in everyday situations and were transferable to the corporate world. When an opportunity took him into the corporate world, he knew that those finely honed skills were too valuable to leave behind and Negotiated Resolutions was born.

Our story begins in the world of hostage negotiation. Founder and lead negotiator, Kirk Kinnell, has always felt a conviction to fight for fairness, which led him to join the Scottish Police in his youth and later the Armed Response Team. As the Head of Hostage Negotiation and Armed Policing Scotland, over the course of 30 years, Kirk gained experience in various high pressure areas including the Organised Crime and Counter Terrorism Unit (OCCTU).Kirk quickly realised the skills learnt as a hostage negotiator were transferable to the all aspects of business and life. When Kirk left the police, he felt that these skills were too valuable to leave behind as well; thus, Negotiated Resolutions was born. (he felt that he could continue to help people in another way)

Kirk Kinnell is a former senior Police Officer and highly experienced Hostage Negotiator.  He has been deployed operationally to resolve in excess of 250 sieges and suicide interventions and has lead negotiations on several occasions where UK nationals have been kidnapped abroad. He is an active associate of ADN Group (Paris).

A former senior police officer, Stephen McAllister is a highly experienced negotiator, mediator and trainer in addition to being a former member of the UK’s International Negotiator Cadre and International Negotiator Working Group.

About Stephen McAllister

A former senior police officer, Stephen McAllister is a highly experienced negotiator, mediator and trainer in addition to being a former member of the UK’s International Negotiator Cadre and International Negotiator Working Group.

He has attended over 100 negotiator incidents across Scotland, the UK and abroad, including high risk counter terrorism incidents featuring multinational kidnappings, where he provided strategic advice to government and private organisations.

Stephen is a member of the European Police College panel of experts in counter terrorism negotiation, and has delivered training to European law enforcement. He also works in a variety of non-executive, advisory and associate roles in the public, private and third sector encouraging the use of active listening skills in the pursuit of excellence and improving service delivery.

About Kirk Kinnell

Kirk has delivered training and shared his experience with Law Enforcement partners across the world including in USA, Sweden, Dubai, Japan and at the Hostage Crisis Negotiator Course of the Federal Bureau of Investigations (FBI) in Quantico, Virginia, USA.  

He was recently a lead advisor to US Law Enforcement and produced training models for conflict resolution, decision making and de-escalation of force.  He shares his experience and delivers training to the private sector on business negotiation, listening and influencing skills to companies across Europe and in the Middle East, South America, New Zealand and Asia.

Stephen McNeill

Retired police inspector Stephen McNeill spent 14 years as a detective officer and over 11 years in covert policing. He investigated serious and organised crime throughout the UK and beyond, working with law enforcement partners.

While an active police officer, Stephen was a full-time member of the Hostage and Crisis Negotiation Unit for Scotland, responsible for national operational delivery and effectiveness. In addition, he is qualified as a Hostage Negotiator in relation to Kidnap and Extortion (KE) and Counter Terrorism (CT) operations.

Stephen’s significant record in Hostage Negotiation includes CT Ops and several kidnap-for-ransom incidents in the UK and elsewhere, including Pakistan and the Niger Delta.

Mike McComas

During his 27-year career as a Supervisory Special Agent of the Federal Bureau of Investigation (FBI), Mike successfully completed the Special Weapons & Tactics course at the FBI Academy as well as the FBI Hostage Negotiator training.  He established himself as both a negotiator and instructor domestically and internationally.  

He was selected to the FBI Critical Incident Negotiation Team (CINT) which involved extensive overseas deployments in support of complex criminal and terrorism operations.  After retirement from the FBI, Mike served as Deputy Assistant Inspector General - Investigations for Afghanistan Reconstruction, overseeing criminal investigations.  In addition, he internationally taught Hostage Negotiations, Investigating Terrorist Incidents and Interview and Interrogation for the U.S. Department of State/Diplomatic Security Office of Anti-Terrorism Assistance (DS/T/ATA).

He is a qualified Negotiator and Coordinator in Kidnap and Extortion and Counter Terrorism operations and has successfully completed the FBI Hostage and Negotiating Course in Quantico, Virginia, USA.  Using his experience and training, Gavin was heavily involved in the facilitation and presentation of Negotiator training at the Scottish Police College, providing training to Negotiators,  not only from within the UK but also numerous countries across the world.
